Procedures for Certifying Officials

LEVEL I Initial - Small Red Badge

  1. Participate in a Provincial Section approved training program which includes successful completion of the Level I Clinic for Timekeeper, Marshal, and Safety Marshal.

LEVEL II Intermediate - Large White Badge with Red Border

  1. Be CERTIFIED in Level I - (i.e.) completed ONE successful on-deck evaluation in each Level I position.
  2. Successful completion of any TWO Level II clinics listed below and TWO successful on-deck evaluations in those clinic positions:

*To be certified as a Head Lane Timekeeper, the candidate must be certified as a Judge of Stroke / Inspector of Turns.


LEVEL III Intermediate - Large Orange Badge

  1. Be CERTIFIED in Level II - (i.e.) completed TWO clinics and TWO successful on-deck evaluations in those clinic positions
  2. Successful completion of ALL remaining FIVE clinics listed under Level II.
  3. Have TWO successful on-deck evaluations in FOUR additional positions listed under Level II, one of which must be Stroke and Turn/Head Lane Timekeeper. (Aspiring Starters should choose to get certified by completing two successful evaluations in that position)
  4. Conduct ONE Level I clinic under the direction of a Level IV or V official.

LEVEL IV Senior - Green Pin

To be completed in the order listed below:
  1. Complete one (1) year of active service as a Level III official
  2. Successfully complete the REFEREE clinic & questionaire
  3. Gain experience as a Referee at a minimum of two (2) meets
  4. Be certified in ALL Level II & III positions
  5. Have organized, conducted and/or supervised a minimum of TWO Level II clinics within the year of application.
  6. Notice of intent to be evaluated must be made prior to evaluation for Level IV certification
  7. Be evaluated while working a minimum of TWO sessions as a Referee

LEVEL V Master - Blue Pin

  1. Complete a minimum of one (1) year experience as a certified Senior Official (Green Pin) working most deck positions including Referee
  2. Have organized, conducted and/or supervised a minimum of TWO officials clinics at Level II within the year of application
  3. Work a minimum of TWO sessions at a National Meet at any position
  4. Provide a photocopy of completed signed-off officials card to the provincial Officials Chairperson for review and approval.
  1. When the provincial Officials Chairperson is satisfied that the candidate has met all requirements, the candidate´s name will then be forwarded to the National Officials´ Committee (NOC) Chairperson for National Certification (Blue Pin).
  2. Once national certification is approved, a congratulatory letter and Master Official Level V certification card will be sent to the candidate by the NOC Chairperson
  3. In order to remain as an ACTIVE MASTER OFFICIAL in Canada, a Level V Master Official must work a minimum of FOUR SESSIONS spread over a minimum of TWO MEETS in any given swim year, and must have participated in ONE clinic. 
* Master Officials who do not comply with #7 as Active Level V Officials may apply for reinstatement to their provincial chair of officials, who may require certain senior level clinics be re-done. (particularly the Stroke & Turn and Referee clinics)

** CERTIFIED means that the clinic card shall be signed and dated by the Referee after working each of TWO sessions in that position at an SNC sanctioned competition.

Note: These certification procedures represent the minimum national standards, however, provincial sections may adapt them to meet local requirements.
